CEFE CONCEPT

CEFE CEFE uses an action-oriented approach and experiential learning methods to develop and enhance business management and personal competencies, primarily in the context of income and employment generation and economic development.

CEFE puts human resources first, believing that the more productive and accountable people are, the greater will be the wealth of a nation. The CEFE approach has evolved over the years from training individuals who want to start their own enterprises to overall skill development.

CEFE (Competency – based Economies through Formation of Enterprise) is a small enterprise promotion and entrepreneurship training model developed by the German Technical Cooperation (GTZ) as part of an integrated area development project in Nepal. It has gradually been introduced in more than 80 countries in the Asia Pacific, Latin America, Africa and Europe.

The CEFE training approach is based on an experiential and action learning methodology: Games and structured learning exercises simulating the different entrepreneurial functions, role plays, field work to collect data, group dynamics, and feedback from bankers are at the heart of the CEFE-method. In Viet Nam, small amounts of participants’ real money are used in CEFE simulation games to make the exercises more real.

Principles of CEFE

  • Conscious matching of the person (competency) with the project (real opportunity).
  • No spoon-feeding of assistance.
  • Stimulation of independence and self reliance.
  • Participants solve their own problems, make their own decisions and are responsible for their own actions.
  • Action learning (learning by doing) and sharing of experiences and insights to internalize training.
  • Training should be an enjoyable, realistic, innovative and person-centered experience.
  • Trainers don’t teach, they facilitate; they do not make decisions for learners.
